There are MANY STRINGs inside every application. Traditionally, these strings are encoded in native
encoding of Windows named as locale by microsoft. If you use an application not using your current
locale, it probably displays in weird symbols. You have to solve it! Okay, use this utility, or you have to make troublesome changes: switch your locale of your system,
and restart to make change effective, then switch back to your usual locale by another restart. Try some locale if you dont know where the application was born. For example, you wanna run a retro game insisting on diaplaying weird symbols, or just cannot enter
game normally, it probably made by Japanese, choose the right locale. Note that this utility may introduce some messy like displaying string in apps written in YOUR OWN
locale weird at times.
